Exemptions

  • Buildings protected for their architectural or historic value, if compliance would alter their character.
  • Germany: SMEs that own and mostly use their building are exempt (§ 1(2) GEIG). The 2027 reform does not change this.
  • Finland exempts micro-enterprises that own and use their building; Denmark, SMEs that use their existing building; Sweden, non-profit organisations that are SMEs (the 2025 rule only).
  • Portugal: certified SMEs that own and occupy the building are exempt (only from the existing-building rule), as are industrial buildings, places of worship, warehouses, unconditioned car parks and listed buildings; a major renovation may be exempt if the cost exceeds 7 %.
  • Poland: buildings owned by SMEs are exempt. We found no duty for existing buildings without works in that act.
  • Ireland: buildings owned and occupied by SMEs are exempt. Hungary, Slovakia and Czechia have no SME exemption; a major renovation may be exempt if the cost exceeds 7 % (Slovakia, until 2026) or 10 % (Slovakia from 2027, Czechia).
  • Croatia: buildings owned or used by SMEs are exempt, and a major renovation if the cost exceeds 7 %. Slovenia: buildings owned by small enterprises, or not connected to the grid, are exempt. Latvia: a major renovation may be exempt above 10 %. Estonia: the text has no exemption.
  • Lithuania: no SME exemption; a renovation may be exempt above 10 % of its cost, and buildings whose energy-performance works were completed between May 2022 and May 2024 are exempt from the existing-building rule until 2029.
  • Romania: buildings owned and occupied by SMEs are exempt; a major renovation is exempt if the charging installations cost more than 7 % of it; public buildings with comparable requirements under Law 34/2017 and works whose building-permit application was filed by 10 March 2021 are also exempt.
  • Bulgaria: no SME exemption; for a reconstruction, renovation or major repair the duty may be skipped if the charging costs more than 7 % of the works.
  • Italy: SMEs that own and use their building, public buildings that already meet comparable requirements, renovations where the cost exceeds 7 % and isolated grids are exempt.
  • France: the number of points is capped if adapting the grid needs disproportionate works. Netherlands: for a major renovation it does not apply if the cost exceeds 10 % of the works.
  • CTE: does not apply with 10 spaces or fewer. For existing buildings with 20 or fewer, waived if compliance costs over 7 % of the works.
  • Directive: countries may exempt when the cost exceeds 10 % of a major renovation. Public buildings must have pre-cabling for 50 % of spaces by 2033.
  • The Directive also requires bicycle parking. This calculator does not cover it.

Frequently asked questions

How many EV charging points must a company car park have in Spain?

For an existing building with more than 20 spaces, one charging station per 40 spaces or fraction (RDL 29/2021). For new buildings and works, the CTE adds ducting for 20 % of the spaces. For State General Administration buildings, one per 20 spaces.

Since when is it mandatory?

RDL 29/2021 since 1 January 2023, and the CTE for building licences from December 2022. The EU Directive sets 1 January 2027 for existing buildings with more than 20 spaces, once each country transposes it.

What does the EU Directive require for an office car park?

Existing with more than 20 spaces: one point per 10 spaces or ducting for 50 %, by 2027. New or majorly renovated with more than 5 spaces: one point per 2 spaces (per 5 for other uses) and pre-cabling for 50 %.

What are ducting and pre-cabling?

Ducting is the conduits for cables that let you install chargers later. Pre-cabling also includes the cables, their routes and, where needed, the meters.

What if my car park has 20 spaces or fewer?

RDL 29/2021 does not apply. The CTE applies to new buildings or works from 11 spaces, and the Directive to new or majorly renovated buildings from 6.

Can the chargers be shared?

Yes. The rules set how many there are, not how they are used. With one-hour booking slots, a 7.4 kW charger serves 4 to 6 drivers a day.
